MINUTES
- Present: Simon Kempson, John Winney, Maureen Bell, Mary Fennell, John Lyddon, George Farmer, Valerie Durrance, Adam Kirkpatrick, Jeremy Lodge, (Baily Garner), Jonathan Smith (Baily Garner), Asma Sarfarz (Baily Garner), Robin Whitby (Poplar Harca), Andrew Hargreaves (Poplar Harca)
- Apologies were received from Rob Hannabuss and Nigel Goddard.
- All attendees made introductions and the Baily Garner team explained their role in the technical process.
- John Winney was nominated for the position of Chair of the Technical Sub-Group by Robin Whitby and seconded by John Lyddon. Simon Kempson was nominated for the position of Vice-Chair of the Technical Sub-Group by George Farmer and seconded by John Lyddon.
John Winney was elected Chair unanimously by the group.
Simon Kempson was elected Vice-Chair unanimously by the group.
- The terms of reference for the group were explained and the following changes were proposed.
Point 3 of lead up to ballot 'To participate with HARCA officers in the appointment of Master Planners' to be removed as action completed.
A further point 'To develop and execute a strategy to ensure that residents from all areas of the Lansbury Housing Choice Area are represented on the group' to be added to 'Lead up to Ballot'.
Point 4 of Post Positive Ballot / Hand Over 'To guide the work of HARCA technical staff and consultants on producing a masterplan and detailed proposals for the area leading to an offer to tenants prior to a formal ballot' to be moved to 'Lead up to Ballot' section.
Point 5 of Post Positive Ballot / Hand Over to be changed to 'To co-opt or recruit members of the steering group and other residents from time to time to ensure a core group of residents at all times and wherever possible to make sure a range of areas are represented'
- Baily Garner presented the Master Planning Timetable. During the presentation the following points and suggestions were made:
- Would be helpful if the milestones had a clearer timescale
- We need to be up front with people concerning the timescale for Harca's work (positive ballot pending) so not to disappoint people
- The questionnaire should be updated to say that building will not start for at least two years
- Open days need a clear timetable and programme
- Fun days in the summer months are good attractions - Bartlett Park would need to be booked soon
- Can consultation be made with existing groups - Churches? Mosques? LAPs? Luncheon clubs?
- Can residents for the 'Walking Audits' be recruited at the launch events?
- Could roof surveys be added to the 'Walking Audits'?
- Can NCER's (energy surveys) be carried out on each block?
- Public space audit needs to be carried out - who owns / will own each space?
Simon Kempson raised a wider concern regarding the feasibility of an October ballot given the amount of time needed for consultation and Stock Condition Surveys. Concern was expressed about the long term effects of rushing the transfer.
In the light of suggestions made Baily Garner agreed to revise their documentation. A deadline was suggested but none was set.
- The matters raised in point 6* will form the basis of 'main elements to be addressed' in future meetings.
- The following dates for consultation were ratified:
Saturday 6th March Salvation Army (Estate Launch) 10am - 2pm
Tuesday 16th March Lansbury Lodge (South of Cordelia Street Area) 4 - 7pm
Thursday 18th March Salvation Army (Chrisp Street Area) 4 - 7pm
Tuesday 23rd March 20 Alton Street (North of Cordelia Street Area) 4 - 7pm

Thursday 13th May Salvation Army Hall 6.30pm
Thursday 24th June Salvation Army Hall 6.30pm
