The minutes for 21st March 2006 were approved.
The following is an update on the actions from the minutes from 21st March 2006:
No progress had been made on the parking near Elgin House. Andrew Hargreaves agreed that if the transfer happens before the next ESG, he will contact the traffic department before we meet.
Harca confirmed that the footpath along Elgin House will be transferred.
Harca confirmed that the boundaries to the north of the estate have been drawn correctly.
Harca indicated that the triangles along Ricardo Street are part of the pavement. This contradicts the view of several on the ESG that they belong to the school. It was asked that Harca re-check this information.
Harca said that the driveway between Rigden Street and Rocky Park will be transferred if it belongs to EBTH Housing. Harca are waiting for confirmation of
this.
Harca have given LBTH a draft partnership agreement for Lansbury Green and are waiting for their comments. It will be presented to the ESG once EBTH have responded.
Harca explained how they are including ideas from the Ideas document in their planning. It was agreed that Andrew will circulate a copy of the Ideas document to the ESG. As part of this they will produce a summary sheet that will have one line per "idea". Also, it was asked that they include CHP in the document - John Winney can provide more information on this.
Harca presented a paper summarising progress on the transfer. The ESG made it particularly clear that residents would like to see the CCTV in Chrisp Street working and being monitored properly.
The possibility of identifying and registering repairs before transfer was discussed. Harca were concerned that this might damage their relationship with LBTH. It was suggested
that external repairs identified by the Harca maintenance team could be logged by ESG members and others known to the group. Harca will decide whether this is sensible.
The Chair reported that he had met with Chris Ley and Tracey Fletcher of Harca to discuss ways to move forwards on regeneration work and all three had felt that it would be sensible to involve Lansbury West and North in these discussions. It was suggested that the walking routes plans produced by Baily Garner could be a focus for this. It was agreed that Harca will arrange for copies of these and similar plans to be available at the next ESG.
Andrew gave feedback from the Technical sub-group. The details will be provided in the sub-group minutes. Various possible sites for new build were mentioned and it was agreed that these could be presented to LBTH as part of the transfer. This would only be to register them as options. Nothing would happen without further discussion and consultation with the residents concerned.
Andrew provided information on planned communication with residents around the
transfer. This will include providing full document packs to tenants and leaseholders. On the day of the transfer there will be a photo shoot in Chrisp Street Market. On Saturday 3rd June there will an information day in Trussler Hall and on Saturday 15th July there will be a celebration in Chrisp Street Market.

There is a small piece of land next to Bartlett Park that people were not sure who owned. Harca will investigate this.
Tracey Fletcher informed us that Harca have recently won a quarter million lottery bid for elders, to be spent over three years.
It was pointed out that Harca had said we would have a leaseholder's subgroup before transfer. A number of members of the ESG were keen for this to go ahead and Andrew was asked to arrange this.
Andrew told the ESG that he has recently been accepted as a trainee vicar and will be leaving Harca in August. The ESG offered their congratulations.
