Election of Chair
Those present felt that John Winney would be the ideal Chair, as John was
unable to attend the decision was deferred to the next meeting.
Terms of reference
Rob Lantsbury circulated the draft terms of reference. He explained that the
aim of this document was to outline the purpose of the group and what they
would be discussing as part of the preparation of the leaseholders offer
document. He also clarified that the group would report its work to the
steering group.
After a short discussion the terms of reference were agreed.
Sub group process
Richard Isabell circulated Poplar HARCA's new deal for leaseholders and
other publications that outlined Poplar HARCA services to leaseholders.
The group discussed the issues that would be important to leaseholders in the
run up to a potential stock transfer ballot. The group agreed that the process
to challenge any major works bills would need to be discussed and also the
effect of the conservation area on leaseholders major works.
Leaseholder cap
Rob Lantsbury circulated the joint statement from all the RSL's involved in
Housing Choice in response to LBTH's policy that removes that statutory £10k
cap that was made in all previous stock transfer(s).
The group discussed the implications of this policy statement in some detail
and agreed that the potential bills would have a negative effect on the transfer
ballot. Both Poplar HARCA officers emphasised that Poplar HARCA would be
looking to minimise leaseholders bills to £10k through careful study of
individual leases and utilising the remodelling and extensive works clause.
Next meeting
The group agreed the next meeting would be on Thursday 4.3.04. The
meeting will discuss how the major works bills are calculated and the effect of
the conservation area.
