Environment

• Naming and shaming
  We need a way of ensuring that all issues with regard to public areas are dealt with effectively. In a number of instances, this will involve various different agencies even if the transfer goes through. I'd like to suggest that we provide a centralised means by which all repairs, and similar activities such as graffiti cleaning, pavement repairs, etc, are recorded, together with the date they were first reported and the agency that's responsible. The aim would be to publish this (practically, this means on a web site) so that pressure can be put on any agency that isn't getting their act together. I suggest:
  • If the transfer goes through, Harca will be responsible for the majority of these items and so should take the lead in this. All repairs and related issues, which are not personal to someone's home, should be automatically published on the Harca web site. This should show a list of the time and date reported and the nature of the problem, with the oldest issues at the top.
  • Harca should take a lead in reporting other issues to other agencies, but as part of doing this they should publish the issue on their web site. So, if someone wants to complain about a hole in the road they should have the option of reporting it through Harca.
  • Harca should consider purchasing appropriate GIS (Geographical Information System) software so that people can go to the web site, find their street, and see all outstanding issues on that street.
• Open Spaces
  Can we have a list of all the public Open Spaces in Lansbury and of who is responsible for each of them? This should help us to make sure that nothing is missed and that there are plans for each area, however small.
• Dog fouling/areas for dogs
  Is it practical in Lansbury to have special areas where people can walk their dogs, which are separate from areas where children play/people walk, etc? If so, can we have suggestions as to where each of these areas could be and the maximum distance anyone in Lansbury would have to walk to reach each area? Are there examples of other places doing this that we could look at?

• Trees
  Can we have a detailed, separate plan for tree planting in Lansbury? This should include an audit of what trees there currently are in public areas and a plan (say) to double or treble this. The plan should give details of where each tree is to be planted; it should demonstrate that thought has been given to the affect of shade from the tree. It should also include details of what types of tree are to be planted and why each type has been chosen.
• Hay Fever
  Are there particular types of trees/plants that are generally bad for hay fever? Is so, can we produce a list and ensure that these aren't used in the public areas?
• Plants for wild life
  Could we obtain information on which plants and trees encourage wild life? For example, some plants are attractive to a wide variety of insects, and so to birds.
• Street/block nameplates
  Can someone perform an audit and propose which ones need replacing?
• Street Furniture
  We have a reasonable amount of open spaces in Lansbury, but not many benches, etc, that would encourage people to sit in these areas. It would be good if there could be street furniture that was more imaginative than standard issue council benches and if the areas could be designed to encourage people to sit together and talk. Could we have some specific proposals for this?

• Drains
  Can we have a detailed and long-term plan for the maintenance of drains in Lansbury? This should include documenting the location of each drain, recording when it was last cleaned, and indicating who is responsible for cleaning it.
• Heckford House in Grundy Street
  There is an ongoing problem with rubbish outside this building, which is owned by a Housing Association. Can we find a way of dealing with this problem, but also can we have a way of ensuring such problems are dealt with effectively in the future. It shouldn't need residents to complain about something like this before anything happens.
• Security Cameras
  Can we investigate the option of making the output from security cameras publicly available? Currently, this could be done through the web; however, it is likely that before long it will be relatively cheap to make this available through TV or mobile phones. So, for example, if a child is playing outside it could be possible for the parents to have the appropriate camera displaying on their TV.
  It is likely that the obstacles to this will be legal rather than technical, but can this be confirmed? There should be less of a problem with cameras monitoring communal areas of blocks of flats, e.g. the camera in a lift.
• Green Energy
  Could Harca consider joining a Green Energy scheme for their own offices and using this to promote the use of these schemes in Poplar? It would have to be checked, but I'm not sure there would be any significant cost implications.

Housing

• Deliveries
  Receiving deliveries from catalogues, etc, can be a problem if you work, and not everyone has neighbours they can trust to take their deliveries. I read some years ago about people having a secure way of receiving larger parcels built into their homes. Could this be checked out to see if it's practical? It's probably more suited to new builds, but that depends on how it works.
• Energy
  Can we have an energy audit of each block and, for each of the options we consider for the block, an estimate of the likely reduction in fuel bills? As a first stage towards this, please can each block be assessed and a level 2 NHER be provided as part of the stock assessment.
• Water Collection and Recycling
  It is believed that this will become increasingly important in the building industry. As part of the Master Planning process, can the feasibility of this be investigated with the aim of either implementing it now or of ensuring that buildings are designed/redeveloped so that this can be easily implemented later?
• Building upwards
  On a number of blocks, an option might be to add an extra floor and use the revenue generated from this to fund such things as a new roof and lifts. Could blocks where this would be an option be identified and a feasibility study be undertaken.
• Collection of waste for recycling
  It's a fair bet that in the next 30 years much more attention will be given to recycling and this could have implications for the way in which waste is collected. Some other European countries currently some way ahead of us on this and it would be worth finding out what they do and seeing if that has implications for how we site waste collection on Lansbury. While we might not be doing anything different to begin with, we should try to make sure it's not difficult to do in the future.
• Waterproofing bathrooms and kitchens
  The idea would be that these would have a drain that would clear the water if anything flooded, much like the drain in communal showers at swimming pools, etc. Could the feasibility of this be investigated.
• Chimneys
  Can positive uses of these be proposed, e.g. as light pipes or to provide extra air flow during hot weather.

Health

• Spitting
  What can be done to discourage people from spitting in public, particularly given the rise in TB in Tower Hamlets? Is it possible to fine people for this and, if so, can this be considered as an item the security officers can pick up? Equally, are there organisations that can help develop a health awareness programme? Chrisp Street is an obvious location for this.
• Exercise
  Could we have a circuit marked out in one of the parks? These typically include a plaque saying what you have to do and maybe some simple equipment such as bars for chin-ups. It might be appropriate to have something like a "Lansbury Challenge" to see who can complete the circuit in the quickest time in each age group and to have a league table of best times, etc.

Transport

• Number of cars
  Are there any figures for the number of cars per household in Lansbury? If not, what's the figure for Tower Hamlets? What is the current level for the whole country and are there any estimates for the likely growth in car ownership nationally and locally? The intention is that we should consider likely growth in car ownership when laying plans for the next 30 to 50 years.
• Cycle Paths
  Are there any places where it would be sensible to have proper cycle paths in Lansbury? By that, I mean paths that are physically separated from cars and pedestrians rather than lines on roads. For example, it would be good if we could have one or two cycle paths coming in from the estate to Chrisp Street.
• Play Areas
  There's very little play equipment for younger children in Lansbury. Can we have detailed plans for play areas around the estate? Equally, can we have proposals for areas suitable for older children/teenagers?
• Routes to School
  Can we look at people's routes to school and ensure that they are as safe as possible? Most schools in the area have several entrances or possible entrances and this should be looked at together with plans for roads.

Chrisp Street Market

• Bike parking
  Could there be an area along the front of the market, by East India Dock road where motor bikes and cycles could be securely parked? There are probably a few thousand people a day that commute past the market on bikes and this might encourage them to visit the market. It would also be good to have cycle racks at the other end of the market, preferably in view of working cameras, as cycles are an easy target.
• Child Care
  It would be extremely helpful to some parents if they could leave there children somewhere while shopping. Is this something that could be offered from Trussler Hall?
