Technical Sub Group - Draft Terms of Reference

Subject to the approval of the Lansbury Estate Steering Group the Technical Sub Group will be the forum through which the Poplar HARCA consult with residents in the Lansbury Area on matters of a technical nature.

Lead Up To Ballot:

  1. To represent Lansbury ESG on all technical matters for the refurbishment and redevelopment of the Lansbury Area.

  2. To report back to Lansbury ESG on a regular basis on progress and for approval to or decisions on significant technical matters.

  3. To agree a timetable for consultation on all technical matters for the area and to feed such timetable into the overall consultation timetable leading up to a formal ballot.

  4. To participate with HARCA officers in the appointment of contractors.

  5. To guide the work of HARCA technical staff and consultants on producing a masterplan and detailed proposals for the area leading to an offer to tenants prior to a formal ballot.

  6. To develop and execute a strategy to ensure that residents from all areas of the Lansbury Housing Choice Area are represented on the group.
Post Positive Ballot / Hand Over:

  1. To prepare a detailed programme of work for the information of the steering group.

  2. To receive regular progress reports from HARCA officers and Masterplanners orr progress against the detailed programmes when prepared.

  3. To make decisions on technical issues that will not require approval of the steering group. Group to determine what these might be.

  4. To co-opt or recruit members of the steering group and other residents from time to time to ensure a core group of residents at all times and wherever possible to make sure a range of areas are represented.
